Thucydides was an Athenian general who, after being exiled for a military failure, spent the rest of his life writing the History of the Peloponnesian War, the war between Athens and Sparta that consumed the Greek world. He set out to write not a chronicle but an analysis, something he hoped would be useful to anyone facing similar situations in the future, because human nature being what it is, similar situations recur.
That ambition, to extract transferable structure from a specific war, is what makes him a strategist rather than only a historian. He wanted the reader to see the machinery under the events.
The Melian Dialogue is his sharpest instrument. When Athens demands that the small neutral island of Melos submit or be destroyed, Thucydides stages the exchange as a naked negotiation stripped of moral appeal: the strong do what they can and the weak suffer what they must. It is a bargaining problem with a catastrophic disagreement point, and the Melians' fatal error is misjudging their own outside options and their allies' willingness to help.
