An Indian advisor wrote a manual for running an empire that reads like a treatise on incentive design: how to align officials, watch spies, and choose allies by their position on the map rather than their promises.

Kautilya, also known as Chanakya, is traditionally the advisor who helped Chandragupta Maurya found the Mauryan Empire, and the author of the Arthashastra, a comprehensive manual of statecraft, economics, and military strategy. The text is astonishingly concrete: it covers taxation, espionage, contract law, the management of officials, and foreign policy with the tone of an engineer specifying a system rather than a philosopher describing an ideal.
Where Greek and Chinese strategy leaned on character and virtue, the Arthashastra leans on structure. It assumes officials will pursue their own interests and designs the state to work anyway.
Kautilya's treatment of officials is pure principal-agent analysis. He assumes that those who handle the king's revenue will be tempted to divert it, and prescribes overlapping audits, rotating posts, and networks of informers precisely because he expects the agents' interests to diverge from the ruler's. The remedy is not to demand loyalty but to engineer a system where honesty is the safer choice.
