The Doomsday Machine You Must Announce

Deterrence lives entirely in the adversary's beliefs, which is why the Soviet Union's guaranteed-retaliation system had one strategic flaw: almost nobody was told it existed.

After the Soviet Union's first atomic test in 1949 ended the American monopoly, both superpowers confronted the same structural problem: a threat of retaliation deters only if the adversary believes it will actually be carried out, and believing that is hard when carrying it out would be suicidal. Thomas Schelling built the modern theory of this problem in The Strategy of Conflict and Arms and Influence, arguing that the power to deter can depend on visibly surrendering your own freedom to back down: burned bridges, delegated authority, and threats that leave something to chance. He later shared the Nobel Memorial Prize in Economic Sciences for this work.

Herman Kahn pushed the logic to its limit with the doomsday machine, a thought experiment in which retaliation is made automatic, uncontrollable, and above all known to the enemy. Kahn's own conclusion was that no sane state should build one, but the thought experiment fixed the principle: the device's entire value lies in the adversary's knowledge of it. Stanley Kubrick's Dr. Strangelove turned that principle into the blackest joke in cinema, a Soviet doomsday device that fails to deter because it was kept secret, with the title character sputtering that "the whole point of a doomsday machine is lost if you keep it a secret!"
